I was not religious at all at the time but since she wanted to become Jewish I was willing to 'play along' to make her happy. We were advised by our rabbi not to have any marriage ceremony before the conversion was complete but we never really pressed the issue of a civil marriage. If your partner has a rabbi that they are working with then I would suggest asking them.
